Payday loans in Quebec: why they aren’t offered, and what is

If you live in Quebec and searched for a payday loan, you’ve probably noticed that licensed lenders don’t offer one. That isn’t a gap in the market. It’s the law working as intended. Here’s why, and the lower-cost options that are open to you.

Short answer

Payday loans are not offered in Quebec. Quebec never set up a payday loan regime, so the federal exemption that allows payday fees doesn’t apply there, and lenders can’t charge more than 35% a year. Quebec’s consumer protection office has long treated credit above that rate as excessive. At 35%, a two-week loan can’t cover a payday lender’s costs, so the product isn’t sold. Quebec residents can still apply for personal loans at or below 35% APR.

Why the numbers don’t work at 35%

A two-week payday loan at $14 per $100 works out to about 365% a year. At Quebec’s effective ceiling of 35% a year, a $500 two-week loan could earn a lender only about $6.70. That’s less than it costs to verify, fund and collect the loan, so the product simply isn’t offered.

What that means for you: if a website offers a Quebec resident a payday loan at payday prices, it’s either unlicensed or ignoring Quebec law. Don’t share your banking details with it.

Lower-cost options in Quebec

  • Your caisse or bank: an overdraft limit or a modest line of credit is usually the cheapest short-term money available to Quebecers.
  • Desjardins’ Fonds d’entraide: budget help and, in many regions, small interest-free emergency loans through community partners.
  • Your regional ACEF: these co-operative family-economics associations run budget consultations across Quebec at little or no cost.
  • Personal loans at or below 35% APR, repaid monthly. Jessica’s House can match Quebec residents with lenders who offer them.

$1,500 over a year, the Quebec way

A one-year personal loan of $1,500 at 30% APR costs about $255 in interest, about $146 a month.

The same $1,500 borrowed as back-to-back payday loans in another province for a year could cost over $5,000 in fees.

Questions people ask

Are payday loans legal in Quebec?

Lenders in Quebec can’t charge more than the 35% annual rate in the Criminal Code, and Quebec has no payday loan regime that would allow higher fees. As a result, licensed lenders don’t offer payday loans to Quebec residents.

Can I get a fast loan in Quebec with bad credit?

Some lenders offer personal loans to people with fair or poor credit, at or below 35% APR, often funded within a few business days. Approval isn’t guaranteed.

Can I use an Ontario payday lender if I live in Gatineau?

No. Lenders follow the rules of the province where you live, not where you work. Ontario lenders can only lend to Ontario residents.
